set_level_shifter：设置level shifter strategy在实现的过程中。

[-rule low_to_high | high_to_low | both]：low_to_high 当电压差超过-threshold 设置值时，一个signal 从低压到高压会得到一个level shifter cell
[-location self | parent | other | automatic]:指定level_shifter cell placed logic hierarchy 位置，default is automatic
[-no_shift]:在指定的ports，pins和nets上阻止插入level shifter
[-force_shift]:在可能的情况下插入特定且无条件的level shifter
[-source source_supply_set_name]:level shifter 仅插在源与所提供电源集匹配的端口上
[-sink sink_supply_set_name]:level shifter 仅插在接收器与所提供电源集匹配的端口上
[-input_supply input_supply_set_name]:指定用于level shifter 输入部分供电的电源
[-output_supply output_supply_set_name]:指定用于level shifter 输出部分供电的电源
[-name_prefix prefix]
[-name_suffix suffix]
[-update]:指定添加level shifter 策略到-elements 和 -exclude_elements 列表的额外元素，但是二者必须要先存在。
